本书的主要作者Thomas W.Joseph教授2002年始受聘到广西大学任教。他是一位具有30多年教龄的加拿大研究方面的教授。 他从事加拿大研究多年，曾作为交换学者到英国和美国讲学，除了大量的研究成果，他还拥有较为丰富的大学教材编写经验，如1985年和2001年他在加拿大分别撰写了两本大学课本：Canadian Charter of Rights and Freedoms和Essentials of Canadian Politics and Government。
