"The GOES-R series is a set of foursatellites intended to replace existingweather satellites that will likely reachthe end of their useful lives in about2015. NOAA estimates the series tocost $10.9 billion through 2036.Because the transition to the series iscritical to the nation’s ability to maintainthe continuity of data required forweather forecasting, GAO reviewedNOAA’s management of the GOES-Rprogram.Specifically, GAO was asked to (1)assess NOAA’s progress in developingthe GOES-R satellite program, (2)evaluate whether the agency has areliable schedule for executing theprogram, and (3) determine whetherthe program is applying best practicesin managing and mitigating its risks. GAO analyzed program management,acquisition, and cost data; evaluatedcontractor and program-wide schedules against best practices;analyzed program documentationincluding risk management plans andprocedures; and interviewed government and contractor staffregarding program progress andchallenges."
