Robert, of Normandy, eldest son of the Conqueror, still being in Palestine at the death of his brother William Rufus, A. D. 1100, the younger son, Henry, induced the great council of barons to choose him king, promising that, in such an event, he would revise and amend the laws then existing, by restoring them to the condition in which they were originally settled by the Conqueror at the beginning of his reign. Accordingly, he gave a charter, of which a copy was sent into every county, and deposited in a monastery therein.
