Frank Milner is Education Officer for the Walker Art Gallery in Liverpool. He was educated at the Universities of Liverpool and Durham and at the Barber Institute of Fine Arts,England. He has contributed to various arts journals, and has written an introduction to the work of Degas(1990). His publications for the National Museums and Galleries on Merseyside include The Pre-Raphaelites(1987),George Stubbs(1989),and Turner(1990). He organized the exhibition on Bill Tidy that toured Britain in 1986-88 and is currently woking on a study of French and British nineteenth and twentieth century cartooning and caricature.
